CONTRACTTERM: It is the intention of TFC to award a Contract for full primeprofessional A/E services for the term of the project. Services undertaken pursuant to this RFQ willbe required to commence within fourteen (14) calendar days of delivery of aNotice to Proceed. The Projectassociated with the services requested in this solicitation is anticipated tobe one thousand four hundred sixty (1460) calendar days. PROJECT DESCRIPTION: The Project includes the demolition of the existing TFC Insurance building andconstruction of new Office of the Governor building. The new multi-story office building shall be approximately 125,000 SF and houseapproximately 450 employees with a below-grade parking structure and approximately300 parking stalls. Approximate cost of construction for the project is estimated to be eighty-five million dollars ($85,000,000) to kick off the project. Overall Budget will be reevaluated next year in Q2 after upcoming legislative session, and additional funds will be requested to complete the project.At the timeof this RFQ issuance, the Owner has engaged Square One Consultants, Inc. as theOwner’s Representative (Project Management Firm) to manage this project. 1. Provide professional architectural and engineering services forthe Project. Services shall include butnot be limited to Pre-Design, Design (Programming, Schematic Design, DesignDevelopment, and Construction Documents), Bidding, Construction Administration,and Closeout. Attend and participate in all meetings with TFC and all relevant state agencies, on-site meetings, coordination meetingswith local utility providers, and with other localmunicipal departments as required.2. Architectural and Engineering scope of services shallinclude, but not be limited to, the following:A. Detailed on-site investigations, review of existing documents,verify and validate existing conditions. B. Prepare a list of necessary surveys, testing and inspections to beprovided to Owner including but not limited to: ADA, Commissioning, Testing andBalancing, Environmental, Geotechnical, Construction Materials testing, a fullarborist review and recommendations, and assistance in coordination with theTexas Historical Commission for authorization to demo the existingbuilding. C. Preliminary budgeting and scheduling.D. Full participation with Construction Manager-at-Risk to prepareorder-of-magnitude cost estimates, at milestones to be determined at the startof the project.E. Assistance in developing priorities for adjusting scope of work tomatch available funding.F. Research, evaluate, and present to the Owner any energyconservation strategies and alternatives for consideration, including theavailability of rebates from the local utility. If rebates are available, coordinate with the local utility to completeall necessary documentation to accomplish rebates.G. Presentation of findings to Owner for review and approval.H. Detailed design and documentation of construction plans andspecifications.I. Review and utilize third party geotechnical reports and soilinvestigations for incorporation into the design of foundation and structuralsystems.J. Coordinate with third party commissioning agent throughout designand construction administration.K. Submit milestone-based reporting, documentation, and estimatedbudgets.L. Assistancein evaluation and interview of Construction Manager-at-Risk.M. Assist Construction Manager-at-Risk during subcontractorsolicitation for development of Guaranteed Maximum Price.N. Assistanceto Project Management Firm and Construction Manager-at-Risk to prepareorder-of-magnitude cost estimates for correction of deficiencies by repair orreplacement, as recommended by the AE.O. AssistProject Management Firm (PMF) and Construction Manager-at-Risk in developingpriorities for adjusting scope of work to match available funding.P. Construction Administration.Q. Warranty management.R. Project closeout.3. A/Eservices shall be offered with the understanding of full compliance withnon-discrimination requirements of the State of Texas by the A/E. MANDATORY PRE-SUBMITTAL VIRTUAL CONFERENCES: The mandatorypre-submittal conferences will be held on Tuesday, December 9, 2025, 10:00 AMand Wednesday, December 10, 10:00 AM. Pre-registration is required to participate in the teleconference. Respondentsmust have an employee of their firm attend at least one (1) of the two (2)scheduled pre-submittal teleconferences. TFC shall reject submittalssubmitted by firms that did not attend one of the mandatory pre-submittalconferences. TFC is using the eProcurementsystem Bonfire.
