Owner Advisor Services

1.2 Project Overview: The City of Columbus Division of Water Reclamation (DWR) is requesting proposals to provide Owner Advisor (OA) services for collaborative delivery projects under Capital Improvement Project 650264-100001. This scope of work outlines the responsibilities and services provided by the Owner Adviser to the City for current and future collaborative delivery projects. DWR has recently begun soliciting collaborative delivery projects for the first time as a Division, and Owner’s Advisor Services are intended help staff navigate these projects and the new delivery method in general. These services will be on an as-requested basis. The services will range from helping manage the program, create tools and documents for method assistance, offering guidance and training for staff, and include tasks through design development, pre-construction, and construction phases of various collaborative delivery process projects. It is anticipated that the initial contract will be authorized in the amount of $100,000. The City will assign work on a task order basis within a four-year Assignment Window, which will start on the date of the Purchase Order for the contract and end four years after the date of that Purchase Order. E.g., based on an anticipated Purchase Order date of January 2026, the four-year Assignment Window is anticipated to run from January 2026 through December 2030. No new tasks can be assigned beyond the end of the Assignment Window. The contract term will run through completion of the work authorized during the Assignment Window and City acceptance of that work. Contract modifications to add funding will not extend the duration of the Assignment Window
