INVITATION FOR BIDSSealed bids for the 2025 CDBG Curb Ramps and Sidewalks Project will be received by theCity of Clayton, 10 N. Bemiston Avenue, Clayton, MO 63105-3397, until 2:00 P.M. CST, onWednesday October 29, 2025. The bids will be publicly opened and read aloud immediatelyfollowing in City Hall Conference Room A, 1st floor, 10 N. Bemiston Avenue, Clayton, MO63105-3397.  Bid documents can be requestedhere.A pre-bid meeting will be held on Wednesday October 22nd 2025, at 10 AM in ConferenceRoom A, 1st floor, Clayton City Hall, 10 N. Bemiston Avenue, Clayton, MO 63105-3397.The Scope of Work includes the removal and replacement of streetscape sidewalk alongBonhomme Ave. in accordance with the Americans with Disabilities Act (ADA). Traffic control,restoration, and other incidental items shall be included as shown in the specifications.This will be a Community Development Block Grant Program pursuant to Title I of the Housingand Community Development Act of 1974. The available funding is $34,552. Bidders mustcomplete the attached Workforce Equity Report to be considered for award of thisproject. Not less than the prevailing hourly rate of wages shall be paid to all workers performingunder this Contract in this area according to the rates determined by the U.S. Department ofLabor and Industrial Relations.A bid security in the amount of five percent (5%) of the bid amount must accompany each bid inaccordance with the Instructions to Bidders.THE CITY RESERVES THE RIGHT TO ACCEPT OR REJECT ANY BID AND TO WAIVE ANYIRREGULARITIES IN THE BEST INTEREST OF THE CITY.COMMUNITY DEVELOPMENT BLOCK GRANT DISCLAIMERThis activity is funded in whole or in part with Community Development Block Grant fundspursuant to Title I of the Housing and Community Development Act of 1974, as amended. Allapplicable federal regulations shall be in full force and effect.SECTION 3 PROJECT STATEMENTBe advised that contracts over $100,000 trigger Section 3 of the Housing and UrbanDevelopment Act of 1968. Section 3 requires that economic opportunities generated by theexpenditure of HUD funds be directed, to the greatest extent feasible, to low and moderateincome persons via contracting, employment and training. All contractors and subcontractorsworking on this project will need to demonstrate compliance with Section 3 numeric targets andother applicable provisions. In cases where Section 3 compliance is not achieved, contractorsand subcontractors must document good-faith efforts to comply.BUILD AMERICA BUY AMERICA STATEMENTBe advised that contracts over $250,000 or containing iron or steel trigger Build America BuyAmerica (BABA) provisions requiring that materials be sourced to manufacturers within in theCity of Clayton, Missouri 2025 CDBG Curb Ramps and Sidewalks2024.PW.41.040 Table of Contents 2United States. Documentation must show that the contractor was able to source materials toUnited States’ manufacturers or that materials and products subject to this preference are notproduced within the United States or cannot be produced in sufficient quantity and quality. Bidsthat include United States’ sourced material will be preferred if the total price of the bidresponse is within 25% of the lowest bid. In cases where BABA compliance is not achieved,contractors and subcontractors must document good faith efforts to comply.
