Request for Qualifications/Proposals (RFQ/RFP)City of HarringtonRequest for Qualification Data toFurnish Engineering ServicesThe City of Harrington is requesting qualified engineers to submit statements of qualification to perform a scope of work that includes providing engineering services for wastewater plant upgrades. The project budget, including construction, is approximately $1.5M, with plans and specifications complete as soon as possible.For more information about the project, contact: Joe Armand: 509-253-4345 ormayor@harrington.city.One or more firms will be selected for an interview based upon the following criteria categories, weighted as indicated:(30%) Applicant’s overall project approach, understanding of the work to be performed, understanding and commitment to the timeline, and capacity to perform work (10%) Has experience with wastewater treatment plant design utilizing lagoons.(20%) Design/engineering team organization, responsibilities, background, and experience(20%) Applicants ability to communicate with regulators and experience implementing Ecology approved projects.(10%) Experience with Ecology CWSRF and CDBG Funding.(10%) Demonstrates quality past performance with budget and project management and has positive references.Firms desiring consideration shall submit a complete qualification package and any other pertinent data to further assist the selection committee in evaluating the firm’s qualification to: PO Box 492, Harrington, WA 99134. Qualification packages should be submitted to arrive no later than 5:00 PM on April 3, 2026. The most highly rated firm will be selected for an interview and negotiation of the professional service contract.The project is partially funded through the Washington State Community Development Block Grant program with federal funds. As a result, cost plus percentage of construction cost contracts will not be allowed and a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of the project.The City of Harrington is an equal opportunity and affirmative action employer.
