Description

The City is now seeking qualified consulting firms and their subconsultants to assist in the preparation of a General Plan Update to amend the Conservation and Open Space Element to comply with Senate Bill (SB)1425 and Assembly Bill (AB) 1889. Q: Realistically, the selected consulting team would have little time for the analysis and adoption of the amendments to the Conservation and Open Space Element by January 1st. Is the City okay with adoption being in the early part of 2026? A: The Community Development Department is seeking to have the adoption completed as soon as possible but understands that the project will be completed in 2026. 2. Q: Can you clarify expectations for community engagement throughout the process? A: The community engagement component would include public outreach, such as facilitating open house events (in-person and/or virtual) and attendance at other City related community events, as necessary. 3. Q: What GIS services and data are available from the City to assist the consultant team with analysis and mapping? A: The Community Development Department contracts with a third-party consultant for GIS service. Shape files and related data can be made available upon request. 4. Q: For quality control, you have asked for "independent peer review and qualified technical staff", which is more typical of infrastructure or engineering projects. Would the principal-in-charge/project director be able to serve this role for quality control and assurance of deliverables? A: Yes, that would be sufficient. 5. Q: Can you clarify what type of certification documents you would like submitted for "Copy of Certification? A: Copy of Certifications could include copies of professional licenses, certificates etc. of project team members. It would also be acceptable to list the license/certification number and the issuing entity’s name. 6. Q: Is there an established budget for the project? A: The adopted budget is currently $200,000. Q: On RFP pages 6 & 7, it states,“Staff assigned to complete the Scope of Services must have previous experienceand required certificationsin providing the necessary services as described in the Scope of Services.”QUESTION 1a: By“required certifications,”are we correct to assume this refers to individual staff licenses and/or certifications, such as a California professional engineering license for traffic or civil engineering services or Professional Geologist license for earth/soils analysis?QUESTION 1b: If so, would simply listing the license/certification number and the issuing entity’s name in this section suffice, given that copies of certifications (which we assume is referring to the same thing) are requested in Itemi) Copy of Certification(page 7)? A 1a: Yes, certifications could include copies of professional licenses, certificates etc. A 1b: Yes, that would be sufficient. 8. Q: Will everyone who submits a question receive all Q&A from everyone via a reply email? Or will the City post all Q&A on its website? A: Staff will send responses to those who submitted questions as well as post all submitted questions on the City’s website.
