North Slope Borough Power & LightKaktovik Power PlantThe Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve North Slope Borough Power & Light’s application for Air Quality Control Operating Permit AQ0353TVP03 for the Kaktovik Power Plant, under Alaska Statutes 46.14 and regulation 18 AAC 50. Applicant: North Slope Borough Power & Light, P.O. Box 350, Utqiagvik, AK 99723Location: 439 Fourth Street, Kaktovik, AK 99747, 70° 07’ 41’’ North, 143° 37’ 04’’ WestApplication: North Slope Borough Power & Light applied for the renewal operating permit on April 16, 2024. This notice is for the draft operating permit.Activity: The Kaktovik Power Plant is an existing stationary source which supplies high line power to the village of Kaktovik, Alaska.Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 122.42 tons of Nitrogen Oxides, 25.42 tons of Carbon Monoxide, 1.95 tons of Particulate Matter, 15.28 tons of Sulfur Dioxide, 3.27 tons of Volatile Organic Compounds, and 0.00 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (Propylene oxide) estimated at 1.2 pounds per year. The potential annual emissions for Greenhouse Gases are estimated at 994.03 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 168.34 tons.ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Kaktovik Power Plant under AS 46.14 and 18 AAC 50. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act (ADA) of 1990.
