Request for Proposals for Security Study Services

The purpose of this Request for Proposals (RFP) is to obtain Proposals from qualified Proposers to perform a comprehensive review and evaluation of security for the Lottery Program for the Texas Department of Licensing and Regulation, including cyber security, computer security, systems security, and all aspects of lottery security in accordance with:1) The State Lottery Act, Tex. Gov’t Code ch. 466, specifically §§ 466.020(e) – (f) (Attachment I);2) Texas Administrative Code (TAC), Title 1, Part 10, Chapter 202 (Attachment J);3) Tex. Gov’t Code §2063.303 (Attachment K); and4) Tex. Gov’t Code §§2054.515, 2054.137 and 2054.161. This security study involves, but is not limited to, the Texas Lottery Program, the Texas Lottery Program’s lottery operator vendor (Brightstar Global Solution Corporation), the Texas Lottery Program’s scratch ticket manufacturers (Scientific Games LLC, Pollard Banknote Limited Partnership, and Brightstar Global Solution Corporation), and other agency services contracts/vendors of the Texas Lottery Program. Proposers responding to this RFP are expected to provide the Texas Lottery Program with information, evidence and demonstrations that will permit awarding a contract in a manner that provides the best value to the Texas Department of Licensing and Regulation. Proposers shall propose on all components and submit a single proposal for all goods and/or services in response to this RFP.Proposers should refer to the Schedule of Events contained in the RFP for important filing deadlines. Proposals shall be submitted in accordance with Section 1.4. Prior to submitting a response to this RFP, Proposers are advised to re-check this posting for any possible additional information or amendments.The Texas Department of Licensing and Regulation is a part of the Executive Branch of Texas State Government. The Texas Department of Licensing and Regulation will not relinquish control over lottery operations. The Successful Proposer shall function under the supervision of the Texas Department of Licensing and Regulation. Its operations will be subject to the same scrutiny and oversight that would apply if all operations were performed by Texas Department of Licensing and Regulation employees. Accordingly, all operations shall be conducted in adherence to applicable statutes and the highest ethical standards.This RFP and all activities leading toward the execution of a written contract under this RFP are being conducted in accordance with the State Lottery Act (Tex. Gov't Code.ch. 466), as amended; the Texas Lottery's administrative regulations (16 TACch. 140); and other applicable laws of the State of Texas.
