EA family shelter program

The Massachusetts Executive Office of Housing & Livable Communities (OCDDEPT01) is soliciting proposals (RFP #BD-26-1076-OCDDE-HS003-120375) for the FY27 Emergency Assistance (EA) family shelter program. The main purpose of this RFP is to secure qualified providers to deliver comprehensive shelter services to families experiencing homelessness in Massachusetts. The scope of services includes providing safe and stable shelter, case management, housing search assistance, and support services designed to help families transition to permanent housing. The RFP outlines two distinct service delivery models: general EA Family Shelter services and Priority Support Site services. Key requirements for responders include a detailed service delivery narrative, a comprehensive budget narrative and workbook, and adherence to the scope of service outlined in Appendix D (EA Family Shelter) and Appendix E (Priority Support Site).
