Description
The Alameda County Transportation Commission (Alameda CTC) is seeking statements of qualifications (SOQs) from qualified consultants to provide Oversight Construction Management and Project Support Services for Alameda CTC. The anticipated performance period is for an initial period of 36 months from April 2026 to March 2029, with options for up to two additional years of service. Through this Request for Qualifications (RFQ), Alameda CTC will develop a list of eligible pre-qualified consultants with which it may contract with one or more firms to provide these services. Consultants on the pre-qualified list will remain eligible for consideration and contract negotiations on an as-needed basis for five years. Pre-qualified consultants are not guaranteed a contract. Alameda CTC expects to award an initial contract funded with Vehicle Registration Fee (VRF) Revenue, Measure B, and/or Measure BB funds, or such funds in combination with other local funds. As such, the Alameda CTC Local Business Contract Equity (LBCE) Program will apply. The LBCE Program’s goals for professional services are 70.0% for Local Business Enterprise (LBE) firms and 30.0% for Small Local Business Enterprise (SLBE) firms. The initial contract will not be subject to Disadvantaged Business Enterprise (DBE) Program requirements. Subsequent contract(s) may be funded with various funding sources, including local, state, and/or federal funds. As such, LBCE Program and federal requirements, including DBE goals, will apply as appropriate. See Notice to Proposers – DBE Information (Caltrans LAPM Exhibit 10-I see Appendix C). Responses should be submitted in accordance with the requirements and instructions set forth in this Request for Qualifications (RFQ). The RFQ documents have been posted on Alameda CTC’s Procurement Portal. Prospective proposers are responsible for registering and submitting SOQs via the Procurement Portal.
