The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of professional services to support the development and submission of the State’s application to the Rural Health Transformation Program (RHTP) as authorized by Section 71401 of the One Big Beautiful Bill Act (OBBBA), codified at 42 U.S.C. 1397ee(h).
