PLEASE REFER TO DOCUMENT FILE ATTACHED.******** FLORENCE TANK REHABILITATION – 1.5 MILLION GALLON COMPOSITE STORAGE TANK Proposals must be delivered to the City Secretary for the City of Southlake at 1400 Main Street, Suite 270, Southlake, Texas 76092, no later than 4:00 PM local time, Friday, September 5th 2025, and then publicly opened and read aloud in the Town Hall Training Room, 3rd floor. All late bids or proposals shall be rejected. Electronic (PDF) Plans, Specifications and Contract Documents may be downloaded free of charge from http://www.civcastusa.com/ starting Friday, August 8th, 2025. Contract Documents will be available via electronic only. Questions regarding distribution of Contract Documents and design related questions for this project shall be directed to Bartlett & West, Inc. (attention Craig Alexander, P.E.). Email questions to Craig Alexander at Craig.Alexander@BartWest.com. All questions concerning this project shall be submitted by 5:00 PM on Friday, August 29th,2025. Any questions submitted after this time and date will not be addressed. An optional Pre-Proposal Conference will be held at 10:00 AM, Tuesday, August 26th, 2025, at Southlake Town Hall (1400 Main Street, Southlake, TX 76092) in the Town Hall Training Room, 3rd Floor. This conference is for the purpose of interpretation for Contractors of Contract Documents, including plans and specifications, for construction of the project. This project consists of containment, new coating on the interior and exterior of the tank, and minor repairs. Utility coordination will be required as the tank has several communication antennas installed on it. These antennas shall remain in service throughout the duration of the project and may required to be relocated temporarily. The Contractor will be selected based on offering the best value to the City. Proposers must submit a cashier's check, certified check, or acceptable bidder's bond with their proposal as a guarantee that the Bidder will enter into a contract for the project with the Owner within ten (10) days of Notice of Award of the contract. The security must be payable to the City of Southlake in the amount of five percent (5%) of the proposal submitted. Contractor must execute the contract, bonds and certificates of insurance on the forms provided in the Contract Documents. Contractors for this Project must pay no less than the prevailing wage rates for the area established by the Owner and included in the contract documents. Performance, Payment and Maintenance Bonds, bound to the City of Southlake are required, each in an amount of not less than one-hundred percent (100%) of the contract price, conditioned upon the faithful performance of the contract and upon payment of all persons supplying labor or furnishing materials. The City of Southlake reserves the right to adopt the most advantageous interpretation of the proposals submitted in the case of ambiguity or lack of clearness in stating proposal prices, to reject any or all bids or proposals, and/or waive formalities. Bids or proposals may not be withdrawn within ninety (90) days from date on which bids or proposals are opened
