NOTICE OF INTENT TO BEGIN ENGINEERING AND ENVIRONMENTAL STUDIES AND NOTICE OF FLOODPLAIN INVOLVEMENTProject Title: Glenn Hwy & Old Glenn Hwy Matanuska River Erosion ControlProject No.: CFHWY01252The Alaska Department of Transportation & Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327 and is soliciting comments and information on a proposal to address erosion threats to several stretches of the Glenn Highway (MP 61.5; 62.9; 63.4; 63.6 to 63.9; 64.35-64.9; 65.6; 74.1;74.7; 77.5) and Old Glenn Highway (MP 13-16.5; 16.7) along the Matanuska River through the installation of riprap revetment. These erosion control measures would increase bank stabilization as well as protect the roadway from seasonal flooding of the river. The proposed project may include: Excavation Riprap revetment installation Culvert repair or replacement Removal, replacement and striping of pavement due to roadway damage Roadside hardware, and utilities Vegetation clearing and grubbingThe project is expected to include drainage improvements in mapped and unmapped floodplains. Project activities, such as streambank erosion protection, culvert replacements, and incidental drainage repairs, may encroach into the base floodplain of the Matanuska River. The streambank erosion repair would constitute a longitudinal encroachment; however, theencroachments are anticipated to be minor, with no net changes to the base flood elevation. Project development will proceed in accordance with E.O. 11988 and will meet the terms and conditions of all applicable permits. Work within wetlands and waters of the U.S. is expected to meet the criteria necessary for a U.S Army Corp of Engineers Nationwide Permit.The proposed project would comply with all applicable authorities including Section 106 of the National Historic Preservation Act; Executive Order-11990 (Wetland Protection); Executive Order-11988 (Floodplain Management); Clean Air Act; Clean Water Act; U.S. Fish and Wildlife Coordination Act; U.S. DOT Act Section 4(f); Bald and Golden Eagle Protection Act; Endangered Species Act; Magnuson-Stevens Fishery Conservation Management Act; and Section 6(f) of the Land and Water Conservation Act.Construction for the proposed project is anticipated to begin in Summer 2028.
