Notice of Utility ApplicationThe REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on August 11, 2025, Level 3 Communications, LLC (Level 3) filed an application to expand its authorized service territory to encompass new service areas within Cordova, Eagle River, Fairbanks, Fort Wainwright, Homer, Juneau, Kenai, Ketchikan, Kodiak, Kotzebue, North Pole, Nome, Palmer, Petersburg, Soldotna, Wasilla, Wrangell, and Yakutat. Level 3 holds Certificate of Public Convenience and Necessity No. 672. Docket U-25-029 was opened to address this matter.As it is a competitive local exchange carrier, Level 3 is not economically regulated, excepting that under AS 42.05.381(m), its rates must be uniform throughout its service area. Economic regulation means regulation of matters concerning a utility's rates and charges, quality of service, management practices, and customer complaints.In conjunction with its application, Level 3 has filed a petition for confidential treatment of its proforma financial schedules. Interested persons may file a response to the petition for confidential treatment with the Commission by 5:00 p.m. September 3, 2025.The Commission has not assessed the completeness of the application or ruled on the petition for confidential treatment.
