Description

The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City” or “Owner”), seeks the services of real estate brokerage services to assist in the acquisition, sale, and lease of real property from time to time, or to provide advice related to real estate issues. The City invites firms to submit proposals to provide real estate brokerage and related real estate consulting services for real estate sales, purchases, leases, and other related appraisals. Relationships may be agency or transactional depending on the circumstances of the specific transaction. QUALIFICATIONS Proposers must hold a Florida real estate broker’s license, and firms must be registered with the Florida Real Estate Commission. SUBMITTAL DEADLINE/DELIVERY The City’s Purchasing Division will receive proposals submitted via the City’s Bonfire Portal https://panamacity.bonfirehub.com/portal/?tab=openOpportunities until Wednesday, September 10, 2025, at 2:00 p.m. CT (the “Proposal Submission Due Date and Time”). The proposals received will be opened publicly in City Hall, Lower Level, Room 010, located at 501 Harrison Avenue, Panama City, Florida 32401. For questions regarding registering with the Bonfire Portal or for assistance with proposal submission, please contact the acquisition/bid specialist, Johnnie Gallegos, at purchasing@panamacity.gov. Any bids received after the specified Proposal Submission Due Date and Time will not be accepted. No proposal may be withdrawn for a period of sixty (60) days after the scheduled closing date for the receipt of bids. SOLICITATION DOCUMENTS The complete RFP is available upon email request to the City’s Purchasing Division at purchasing@panamacity.gov. Solicitation documents may also be obtained from the City’s Purchasing Division located at 501 Harrison Avenue, Suite 238, Panama City, FL 32401. POINT OF CONTACT The City’s Purchasing Division is the only point of contact for this RFP. Under no circumstances may a Proposer contact any City Commissioner, City Manager, or City employee concerning this RFP until after award. Any such contact may result in disqualification. QUESTIONS Proposers shall submit all questions, in writing, to the Purchasing Division at purchasing@panamacity.gov. All questions shall be submitted no later than 5:00 pm CT on Wednesday, September 3, 2025. ADDENDA Addenda, if any, will be posted on the City’s Purchasing Division’s webpage at https://www.panamacity.gov/bids.aspx and on the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities. It is the responsibility of the Proposer to examine the above websites or contact the Purchasing Division to verify any addenda issued, prior to proposal submission. The receipt of all addenda must be acknowledged on the Addenda Acknowledgement form. PROPOSAL SUBMITTAL FORM To receive consideration, all proposal submittals shall be made on the forms provided, properly executed, and with all items filled out. Do not change the wording of the Proposal Form. No conditions, limitations or provisions will be attached or added to the Proposal Form by the Proposer. Alterations by erasure or interlineations must be explained or noted in the proposal submittal over the signature of the Proposer. WITHDRAWAL OF SUBMITTALS Any Proposer may withdraw its proposal submittal, either personally or by written request, at any time prior to the scheduled time for opening submitted proposals. No Proposer may withdraw its proposal for a period of sixty (60) days after the date for opening and all submitted proposals shall be subject to acceptance by the City during this period. CANCELLATION The City may cancel this RFP, or reject in whole or in part, when it is in the best interests of the City, as determined by the City Commissioners. A Notice of Cancellation shall be posted on the City’s Purchasing Division webpage and on the City’s Bonfire Portal. The notice shall identify the solicitation, and, where appropriate, explain that an opportunity will be given to compete on any re-solicitation or any future procurement of similar items. BASIS OF AWARD Contracts will be awarded to responsive, responsible, qualified Proposers. It is the intent of the City to award multiple contracts to qualified Proposers as opportunities permit. Qualification under this solicitation does not guarantee the use of a Proposer’s services by the City. The City reserves the right to request updated information from the proposing real estate brokerage firm(s) concerning the factors set forth above. RIGHT TO REJECT In accordance with the section on Competitive Solicitations of the City of Panama City Purchasing Policy and Procedures Manual, the City reserves the right to accept or reject any and all proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new proposals, or to postpone the bid opening pursuant to the City’s Purchasing Policy as they may deem in the best interest of the City. A submitted proposal may be rejected if it is non-responsive or does not conform to the requirements and instructions in this RFP. A proposal may be non-responsive by reasons, including, but not limited to, failure to utilize or complete prescribed forms, conditional proposals, incomplete proposals, indefinite or ambiguous proposals, failure to meet deadlines and improper and/or undated signatures. Other conditions which may cause rejection of proposals include evidence of collusion, obvious lack of experience or expertise to perform the required work, submission of more than one proposal for the same work from an individual, Proposer, or corporation under the same or a different name, failure to perform or meet financial obligations on previous contracts. Proposals may be rejected if not delivered on or before the date and time specified as the due date for submission of the Proposal
