Description
1) SCOPE: Pursuant to Texas Government Code Section 2165.001, Custodianship of State Property, Chapter2269, Subchapter I Job Order Contracts Method, and Section 2156.121, Use of Competitive Sealed Proposals the Texas Facilities Commission (TFC) is requesting responses to this Request for Proposal for the provision of Job Order Contracting (JOC) General Construction services in various facilities managed by the Texas Facilities Commission located throughout Texas with most services in Austin, Texas. It is the intention of TFC to make multiple awards from this RFP.a) Job Order Contracting (JOC) is a procurement method used for maintenance, repair, alteration, renovation, remediation, or minor construction of a facility when the work is of a recurring nature but the delivery times, type, and quantities of work required are indefinite. Services do not and cannot be used for: (1) a highway, road, street, bridge, utility, water supply project, water plant, wastewater plant, water and waste water distribution or conveyance facility, wharf, dock, airport runway or taxiway, drainage project, or related type of project associated with civil engineering construction; or (2) a building or structure that is incidental to a project that is primarily a civil engineering construction project.b) The Contract Documents include a Construction Task Catalog® containing Prepriced Tasks for construction work with preset Unit Prices. All Unit Prices are based on local labor, material and equipment costs and are for the direct cost of construction.c) Bidders will bid two Adjustment Factors to be applied to the Unit Prices. One Adjustment Factor for performing work during Normal Working Hours and a second Adjustment Factor for performing work during Other Than Normal Working Hours. d) See Attachment A – Services Contract and Attachment M – JOC Supplemental Conditions for more information regarding JOC general construction services.2) CONTRACT TERM: This service shall be for a period beginning on the date the contract, as defined below, is executed by both parties, and shall expire on August 31, 2027. Any renewals shall be in writing and at the same terms and conditions, plus any approved changes. 3) CONTRACT AMOUNT: The anticipated aggregate amount across all awarded Contractors will be $150,000,000 for the total term shared among all awarded JOC Contractors.
