Description

The South Dakota Department of Transportation (SDDOT) desires to purchase wetland credits in order to satisfy wetland mitigation required by the United States Army Corps of Engineers (USACE) as determined during the Clean Water Act Section 404 permitting process (404 permit) for the Deuel & Hamlin Counties, Project # P-PH 0028(36)355, PCN 04HM; Clark County, Project # P-PH-PT 0025(81)158, PCN 04EW, and other projects currently in the Statewide Transportation Improvement Program (STIP).SDDOT desires to purchase said credits from a USACE permitted commercial mitigation bank or In-Lieu-Fee (ILF) program having available credit in the Upper Big Sioux and/or Lower Big Sioux Geographic Service Areas. Required credits are listed in the Scope of Work, attached hereto as Section 3 of the RFP and by references incorporated herein.Offerors may email inquiries concerning this RFP to obtain clarification of requirements. No inquiries will be accepted after the date and time indicated in the Schedule of Activities. Inquiries must be emailed to Chad Babcock at chad.babcock@state.sd.us with the subject line “RFP #25RFP16078”.The State will respond to offeror’s inquiries (if required) via e-mail. In addition, all inquiries and the State’s response will be posted on the state’s e-procurement system. Offerors may not rely on any other statements, either of a written or oral nature, that alter any specification or other term or condition of this RFP. Offerors will be notified in the same manner as indicated above regarding any modifications to this RFP
