State of Alaska Online Solicitation REQUEST FOR GRANT PROPOSALS Edward Byrne State Crisis Intervention Program (Byrne SCIP) ALN16.738 The Division of Alaska State Troopers seeks proposals from eligible applicants for the Federal Fiscal Years (FFY) 2022-2023 and FFY 2024 funding under the Byrne State Crisis Intervention Program (Byrne SCIP). The Alaska Department of Public Safety, as the state’s administering agency of the Byrne SCIP grant program, convened Alaska's Crisis Intervention Advisory Board. The board elected to address gun violence prevention through a combination of crisis intervention, education, and community engagement. Recognizing the correlation between mental health, substance misuse, and incidents of violent crime, the board identified three program priorities: Enhance access to mental health services. Support culturally relevant violence, substance misuse, and suicide-prevention programs. Leverage existing technology or implement new technology to overcome geographical barriers to services. This funding opportunity focuses on priority #2, to support culturally relevant violence, substance misuse, and suicide-intervention programs. For this solicitation, the Board seeks applicants who wish to develop and/or support a rural-Alaskan focused violence, suicide, and/or substance misuse crisis intervention program. Programs should incorporate the inherent strengths of rural Alaskan communities and values that are protective against violence, suicide, and substance misuse. Initiatives must have a direct connection to crisis intervention, which is focused on identifying risk and intervening before harm occurs. Programs and activities exclusively focused on response to crises in progress or already committed would not be considered crisis intervention. This funding opportunity is open to state government agencies, units of local government, tribal government, or non-profit agencies. For the purpose of Byrne SCIP, a “unit of local government” is a city, county, borough, township, town, or a federally recognized American Indian/Alaska Native tribe. This could include, but is not limited to, an organizational unit of government such as a school district, law enforcement agency, public health agency, or local/tribal court system.The total amount of Byrne SCIP federal funds available for this solicitation is approximately $32,000. All awards are subject to the availability of appropriated funds and to any modifications or additional requirements that may be imposed by law. Applications and ranked scores will be retained, and eligible applicants will be contacted if additional funds are available.
