Notice of Funding Availability: Florida Contraband Forfeiture Act Proceeds The Gainesville Police Department is pleased to announce a solicitation for local community organizations to apply for funds acquired under the Florida Contraband Forfeiture Act. These funds are designated to support or operate programs that align with specific community safety and well-being initiatives. 1. Available Funds • Total Award Amount: A total of $15,000 will be awarded through this solicitation. 2. Eligible Programs Funds are designated to support or operate programs focused on: • Drug Treatment • Drug Abuse Education • Drug Prevention • Crime Prevention • Safe Neighborhood initiatives 3. Eligibility Criteria for Organizations To be eligible for these funds, organizations must meet the following mandatory criteria: • Community Organization Location: Your organization must be based in Alachua County, Florida, and doing work in Gainesville, Florida. • Non-profit Status: Your organization must be a 501(c)(3) non-profit. A copy of your IRS 501(c)(3) determination letter must be attached to your application. • Good Standing: Your organization must be in good standing with local, state, and federal governments (e.g., no filing delinquencies, not debarred). If not, an explanation is required. 4. Application Process and Key Requirements Applications will be solicited using the "Application for Florida Contraband Forfeiture Act Proceeds Donation" form. • Completeness: All sections of the application must be completed thoroughly, as incomplete applications may not be considered. • Program Goals and Methods: Applicants must describe specific program goals and proposed methods, detailing how the program will implement or enhance the selected program type(s). These will be assessed for consistency with Department policies and alignment with priorities. • Program Significance: The importance and potential impact of your program on the community should be described. • Applicant's Capacity and Resources: Documentation and a narrative explaining your organization's capabilities and resources to successfully implement the program are required. This should provide reasonable assurance of your ability to manage funds responsibly and include details about experience in similar programs. • Budget Proposal: A detailed budget proposal for the requested funds is required, including a breakdown of all anticipated program costs. It must clearly demonstrate that program costs are reasonable and directly linked to project activities. • No Salary Expenses: Requested funds will NOT be used for salary expenses. • Required Attachments: Completed Section B (Signature Page), Donation Application form, Applicant’s Capacity and Resources form, Program Goals and Proposed Methods form, Budget Proposal Form. • Deadline: The application must be received by the stated deadline to be considered. The specific deadline for this solicitation will be included in this public notice in 2. Application Schedule. 5. Selection Criteria and Award Process Applicants will be vetted on the mandatory eligibility criteria. Command staff will review applications and select awardees based on several criteria: • The program aligns with eligible program types and the funds are not for salary expenses. • Program goals and methods are consistent with the Department's policies and priorities. • There is reasonable assurance of the applicant's ability to achieve program goals and manage funds responsibly. • The application is received before the deadline. • Program costs are reasonable and directly linked to project activities. Applications meeting these criteria will be scored on a scale of 1 to 10 for the following: • Program/project significance: The importance and potential impact of the program or project. • Applicant’s capacity: The applicant’s experience, resources, and ability to successfully implement the program or project. • Program/project approach: The methods and strategies proposed to achieve the program’s goals. • Alignment with Department priorities: How well the program aligns with Gainesville Police Department priorities. The applicant with the highest score will be awarded. If funds remain, the next highest-ranked applicant(s) will be awarded until funds are exhausted. Ties will be settled at the discretion of the Chief. If no applicants meet the criteria, the Chief will decide how to expend the funds to meet the 25% requirement. Once awardees are selected, an agenda item will be submitted on the Commission agenda for permission to donate the funds. 6. Reporting Requirement A condition of the donation is that the awarded organization will provide a report to the Department detailing how the donated funds were used. 7.
