PUBLIC NOTICE REQUEST FOR PROPOSAL NUMBER: PC25-044 COMFORT STATION EQUIPMENT AND SERVICES The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City” or “Owner”), seeks proposals from experienced and qualified Proposers to provide turnkey Comfort Station Equipment and Services (the “Project”). The Project scope of the services includes providing and delivering comfort station equipment and providing the services to setup, operate and manage, and maintain one or more comfort stations to assist the City with implementing temporary community support functions due to disasters in full compliance with regulatory agency requirements and consistent with the Federal Emergency Management Agency (FEMA) requirements for cost reimbursement for the Project, as is more fully described in Section 2. Scope of Services of the Request for Proposal (“RFP”) documents. This RFP is issued pursuant to Section 255.0525 of the Florida Statutes. All references to Florida Statutes, City of Panama City and Panama City Municipal Code Ordinances, and other laws/regulations will be interpreted to include “as amended from time to time.” The complete RFP, including all specifications is available upon email request to the City’s Purchasing Division at purchasing@panamacity.gov. Addenda, if any, will be posted on the City’s website at https://www.panamacity.gov/bids.aspx and on the City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities. The City’s Purchasing Division will receive proposals submitted via the City’s Bonfire Portal https://panamacity.bonfirehub.com/portal/?tab=openOpportunities until 2:00 p.m. CT, on Wednesday, August 20, 2025 (the “Proposal Submission Due Date and Time”). The proposals received will be opened publicly in City Hall, Lower Level, Room 010, located at 501 Harrison Avenue, Panama City, Florida 32401. For questions regarding registering with the Bonfire Portal or for assistance with proposal submission, please contact the acquisition/bid specialist, Johnnie Gallegos, at purchasing@panamacity.gov. Any bids received after the specified date and time will not be accepted. No proposal may be withdrawn for a period of sixty (60) days after the scheduled closing date for the receipt of bids. The City may accept the proposal of the responsive and responsible Proposer that best meets the needs of the City, taking into consideration, among other things, cost effectiveness, the financial responsibility of the proposer, capability to perform the contract on a timely basis, previous satisfactory performance, and such other abilities of the proposer that the City, in its sole discretion, determines will enable the bidder to perform effectively and efficiently. The City reserves the right to accept or reject any and all proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new proposals, or to postpone the bid opening pursuant to the City’s Purchasing Policy as they may deem in the best interest of the City. The City shall not be liable for any costs incurred by any proposer in connection with its response to this RFP. The City reserves the right to reject any and all proposals, to waive any informality in any bid, to solicit and re-advertise for new proposal submittals or to abandon the project in its entirety.
