Description

The City is located on Anna Maria Island in Southwest Florida and is governed by a five-member City Commission. The City of Anna Maria is a barrier island bordered on the east by the Tampa Bay and on the west by the Gulf of Mexico. The City is located in Manatee County. The City has a permanent population of approximately 800 residents, but it also a popular seasonal destination for visitors and part-time residents. The purpose of this project is to provide the City of Anna Maria (CoAM) with swale and ditch cleaning/digging and related services by the Contractor. The maintenance intends to reestablish swales and ditches to their designed invert elevations. The elevations will be established based on previously permitted, designed elevations and pipe inverts that have already been established. The Contractor shall provide all necessary equipment as specified in this contract to complete the services required by the CoAM. The estimated areas cited on the bid tabulation sheet (Appendix A) are only estimates, and the respondents should perform their own evaluation of the areas as part of the bid process. There are three (3) bid tabulations to be completed; Part 1 is to clean/dig the five large swale locations in the City; Part 2 is to provide annual maintenance to those five locations; Part 3 is for a price per linear foot to provide maintenance to other swale locations in the City. This work shall be provided to the CoAM on an as-needed basis. No quantities are guaranteed as part of this contract, and there are various locations of swales in the City. The services shall be provided as follows: • Per linear foot, the Contractor will excavate an area not to exceed six feet in width and two feet deep from the existing grade. • The Contractor shall supply the trucks to load and haul the overburden material and properly dispose of it. • The Contractor shall remove any brush, bushes, trees, etc., in the swales/ditches easement and/or area of excavation. The Contractor will be responsible for the proper disposal of such. • The Contractor will cover the excavated area with cloth and fill with 57 Bahama Stone. As the work requires the Contractor to haul the overburden material, this material becomes the Contractor's property. It shall be the Contractor's responsibility to properly dispose of the material. It shall be the Contractor's responsibility to ensure that all necessary control measures are implemented to adequately manage erosion, sedimentation, dust, and debris during all phases of the operation. Mobilization/demobilization shall be included with the unit grade-all services cost. All work shall be completed before the Contractor demobilizes the equipment unless otherwise agreed upon by the CoAM. If there is a drop off of more than one (1) inch at the edge of the road that is to be left overnight, the Contractor shall be responsible for installing lighted barricades or lighted barrels. The CoAM has prioritized areas for the work to be performed. It is possible that certain areas may not be initially identified for immediate work; however, all identified areas will be subject to an agreement with the successful Contractor over time. All activities shall be performed meeting the requirements of Federal, State, and local environmental standards and laws. Erosion and water pollution control shall be accomplished, meeting the requirements of the 2010 or latest version of the Florida Department of Transportation (FDOT) “STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION”, Section 10. Any maintenance permits from SWFWMD will be the responsibility of the Contractor. This Proposal is hereby solicited in accordance with the Procurement Requirements for Federal grants, as provided in Code of Federal Regulations (CFR) Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, Procurement Standards, paragraphs §200.317 to §200.326, including Appendix II, and Federal Emergency Management Agency (FEMA) Regulations as amended and as incorporated herein in order to be eligible for reimbursement under the Public Assistance Program. Description of Work The Contractor shall be responsible for removing the overburden and reshaping the swales/ditches within the CoAM. The CoAM shall provide a map with the location of the swales within the CoAM. The Contractor is responsible for all the layout of the work and the establishment of previously designed elevations. The maintenance intends to reestablish swales and ditches to their designed invert elevations. The elevations will be established based on previously permitted designed elevations and pipe inverts. The Contractor shall reshape the areas to the proper line and grade as instructed by the CoAM, ensuring a positive flow of drainage water. If, at any time, the Contractor believes that the line and grade requested will not allow for the proper flow of drainage water, they shall contact the CoAM before proceeding with any other work. The Contractor shall furnish equipment of a type and quantity to perform the work satisfactorily within the time specified herein. At a minimum, the Contractor shall provide a rubber-tire telescopic excavator. The minimum allowed bucket shall be ¾ yard in size
