CMAR Services for St. Croix Educational Complex and/or Edith Williams Alternative Academy

The Virgin Islands Office of Disaster Recovery, a subsidiary division of the Virgin Islands Public Finance Authority (“PFA”), an independent instrumentality of the Government of the United States Virgin Islands, is soliciting proposals from qualified and licensed contractors (“Proposers”) to provide Construction Manager at Risk (“CMAR”) Services for the St. Croix Educational Complex and/or Edith Williams Alternative Academy. The PFA issues this Request for Proposal (RFP) on behalf of the sponsor agency, the United States Virgin Islands Department of Education. This RFP will be used to select a highly qualified firm to modernize the Educational Complex on St. Croix and/or replace and modernize the Edith Williams Alternative Academy on St. Thomas. Respondents must be able to adequately address their experience in their proposal submissions. The submissions of all Respondents shall be reviewed and evaluated pursuant to the qualifications criteria outlined in the RFP. Bid documents will be available starting Tuesday, July 8, 2025, and must be requested by emailing PFA’s Procurement Division at procurements@usvipfa.com. A virtual pre-proposal conference will take place at 10:00 am AST on July 22, 2025. Proposals will be accepted by email at odr_ebids@usvipfa.com until September 12, 2025, at 4:00 pm AST.
