Provision of Telecommunications Relay Outreach Services

The State of Maine, through its Telecommunications Relay Service Center (TRSC), is soliciting proposals for the Provision of Telecommunications Relay Outreach Services, as outlined in RFP #202503048. The primary purpose of this RFP is to secure a qualified vendor to conduct outreach activities designed to increase awareness and utilization of Telecommunications Relay Services (TRS) among individuals who are deaf, hard of hearing, deaf-blind, or have speech disabilities within the state of Maine. The scope of services includes, but is not limited to: developing and implementing a comprehensive outreach plan, conducting presentations and workshops to target audiences, creating and distributing informational materials (in accessible formats), and collaborating with community organizations and stakeholders. Proposals should demonstrate a thorough understanding of TRS, effective outreach strategies for reaching the target population, and the ability to track and report on outreach efforts. Key requirements include: demonstrated experience in conducting outreach to individuals with disabilities, a strong understanding of accessibility requirements (e.g., ADA compliance, communication methods), the capacity to provide services statewide, and the ability to develop and maintain relationships with key stakeholders.
