CMAR Services – Herbert Grigg Home for the Aged

The Virgin Islands Office of Disaster Recovery, a subsidiary division of the Virgin Islands Public Finance Authority (“PFA”), an independent instrumentality of the Government of the United States Virgin Islands, is soliciting proposals from qualified and licensed contractors (“Proposers”) to provide Construction Manager at Risk (“CMAR”) Services for Herbert Grigg Home for the Aged. The PFA issues this Request for Proposal (RFP) on behalf of the sponsor agency, the United States Virgin Islands Department of Human Services. This RFP will be used to select a highly qualified firm to construct a new 65,000-square-foot long-term care facility on an undeveloped site on the island of St. Croix. Respondents must be able to adequately address their experience in their proposal submissions. The submissions of all Respondents shall be reviewed and evaluated pursuant to the qualifications criteria outlined in the RFP. Bid documents will be available starting Monday, June 30, 2025, and must be requested by emailing PFA’s Procurement Division at procurements@usvipfa.com. A virtual pre-proposal conference will take place at 10:00 am AST on July 15, 2025. Proposals will be accepted by email at odr_ebids@usvipfa.com until August 29, 2025, at 4:00 pm AST. The package defines the scope of services to be performed by the selected firm. ODR reserves the right to accept or reject any and all proposals
