NOTICE TO BIDDERSSealed Request for Bids addressed to the Honorable Mayor and City Council of the City of Odessa, Texas, will be received in the Office of theCity Secretary, 411 W. 8th Street - 1st Floor, until 3:30 P.M., Thursday October 2, 2025, and then publicly opened at 4:00 P.M. in City Council Chambers for furnishing the City of Odessa with the following items:ItemSpecifications No.County Road West Waterline Replacement                              #25-53610-13Bidders without exception must submit Cashier's or Certified Check, issued by a bank satisfactory to the City of Odessa, or Bid Bond issued by a bonding company satisfactory to the City of Odessa, payable without recourse to the order of the City of Odessa in an amount not less than five percent (5%) of the largest possible bid submitted as a guaranty that Bidder will enter into contract and execute Bond and Guaranty in the forms provided within ten (10) days after Notice of Award of Contract to him.  Bids without required check or bid bond will not be considered.The successful bidder must furnish performance and payment bond in the amount of one hundred percent (100%) of the total contract price from a Surety Company holding a permit from the State of Texas to act as Surety, or other Surety or Sureties acceptable to the City of Odessa.   Should the total contract price be less than $50,000.00, no performance bond or payment bond will be required.All lump sum and unit prices must be stated in both script and figures on the forms provided.  The City of Odessa reserves the right to reject any or all bids and to waive formalities.  In case of ambiguity or lack of clearness in stating prices in the bids, the City of Odessa reserves the right to consider the most advantageous construction thereof, or to reject the bid.  Unreasonable (or "unbalanced") unit prices will authorize the City of Odessa to reject any bid.Revision of Proposals by telephone, facsimile or telegraph for a change in a unit bid price entered in a proposal will not be considered.  In cases where the proposal has been submitted, a bidder may change a bid price in his proposal by withdrawing his proposal, changing the bid price and initialing the revision in ink, and resubmitting his proposal prior to the time set for receipt of proposals.Bidders are expected to inspect the site of work and to inform themselves regarding all local conditions.Attention is called to the fact that there must be paid on the project not less than the general prevailing rates of wages which have been established by the City of Odessa.Specifications and proposal forms may be obtained by calling the Purchasing Department at432-335-3253 or emailFor security reasons, you must enable JavaScript to view this E-mail address..Marisa RodriquezDirector of Purchasing
