Description

Hilcorp Alaska LLCOmega PadThe Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska LLC’s application for Air Quality Control Minor Permit No. AQ1854MSS02 for the Omega Pad. Applicant: Hilcorp Alaska LLC Permittee Address: 3800 Centerpoint Drive, Suite 1400 Anchorage, AK 99503Location: Latitude 70.349346 / Longitude -149.362233Application: Hilcorp Alaska LLC applied for a minor permit under 18 AAC 50.508(6) for revising or rescinding the terms and conditions of a Title I permit. Additionally, the stationary source’s potential to emit (PTE) for particulate matter less than or equal to a nominal 2.5 microns in diameter (PM2.5) exceeds the 10 TPY threshold in 18 AAC 50.502(c)(1). Activity: The Omega Pad is a proposed project for the construction of a new stationary source. Hilcorp proposes constructing a new drilling and production pad within the Western Operating Area of Prudhoe Bay oil field, approximately 7.8 miles west-southwest of Hilcorp’s Gathering Center #2 (GC-2). Omega Pad is expected to provide access to approximately 3,500 acres of undeveloped oil reserves. Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 36.79 tons of Nitrogen Oxides, 32.89 tons of Carbon Monoxide, 10.43 tons of Particulate Matter, 30.97 tons of Sulfur Dioxide, 15.92 tons of Volatile Organic Compounds, 102,197.29 tons of Carbon Dioxide Equivalent emissions, and 1.65 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (n-Hexane) estimated at 1.65 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 127.00 tons.ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Omega Pad under AS 46.14 and 18 AAC 50.Available Information: Copies of the permit application, ADEC’s preliminary minor permit, technical analysis report (TAR), draft operating permit, and statement of basis (SOB) are available at the following offices:ADEC Air Permits Program, 410 Willoughby Avenue, Suite 303, Juneau, Alaska 99801ADEC Air Permits Program, 555 Cordova Street, Anchorage, AK 99501These documents are also available at ADEC’s website at: http://dec.alaska.gov/Applications/Air/airtoolsweb/AirPermitsApprovalsAndPublicNotices/ Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date.
