1. OVERVIEW Deer Park Independent School District (DPISD) is accepting request for qualifications for Investment Management Services. This is a proposal to establish a contract, which will allow for the legal acquisition of Investment Management Services. This agreement will be awarded to a single vendor. RFQ’s must be submitted electronically into Deer Park ISD’s e-bid system by August 15, 2025 at 1:00 PM. The e-bid system will not accept late submissions. DPISD is also asking for two hard copies of to be mail as per the RFQ Specification document attached. 2. SCOPE The purpose of this request for qualification is to obtain the services of a qualified firm(s) to provide fully discretionary investment management services for the District’s investment portfolio. District’s Investment Policies CDA Legal and Local govern the investment of the District’s funds. These documents are included in this Request for Qualification and must be downloaded, reviewed, and acknowledged by any firm interested in submitting their Statement of Qualifications for the RFQ. The District’s primary investment objectives in order of importance are: · Preservation and safety of principal, · Liquidity, · Diversification and Optimization of Earnings, · Yield The District is seeking investment advisors that demonstrate extensive successful experience in the investment of funds in compliance with the Public Funds Investment Act to provide certain services related to the investment of District funds including but not limited to: · The execution of securities purchases/sales for the District’s General, Debt Service, and Capital Project Funds, · Investment advice, · Investment reporting including monthly and quarterly PFIA reports to the District for ALL District funds (including cash and investment pools not managed by the Investment Advisor), and · A review of the District’s Investment Policy and procedures. Deer Park ISD staff will oversee the investment process. The Board of Trustees reviews investment reports and recommendations regarding policy and procedures. The Deputy Superintendent for Business Services, and Director of Finance are the District’s primary investment officers.
