Management Consultation Services

The Hawaii Public Housing Authority (HPHA), a division of the Department of Human Services (DHS), is soliciting proposals under RFP-PEO-29-2025 for Management Consultation Services. The main objective of this RFP is to obtain expert consultation to improve the management and operational efficiency of the HPHA. The scope of services includes, but is not limited to, assessment of current management practices, development and implementation of improvement strategies, staff training and development, and recommendations for organizational restructuring. The HPHA seeks a consultant with proven experience in public housing management, organizational development, and performance improvement. Key requirements include demonstrated expertise in public housing regulations and best practices, experience in conducting organizational assessments and developing improvement plans, strong communication and interpersonal skills, and the ability to work collaboratively with HPHA staff.
