Description

CITY OF TUMWATERREQUEST FOR PROPOSALPURPOSE OF REQUESTThe City of Tumwater (“City”) is requesting proposals to provide professional services for the preparation of a coordinated package of urban forestry management code updates. The scope of work includes updates to the City’s Street Tree regulations (Tumwater Municipal Code (TMC) 12.24), Protection of Trees and Vegetation (TMC 16.08), Landscaping (TMC 18.47), preparation of a Street Tree Plan, and updates to other related regulations and standards, as needed. The City already has draft code text. The major deliverables include edits to align codes with each other and existing City plans, testing implementation scenarios, and preparing an adoption ready version. The City’s needs are outlined in the following Request for Proposal (“RFP”).TIME SCHEDULEThe City will follow the following timetable, which should result in a selection of a firm by approximately January 30, 2026.Issue RFPJanuary 06, 2026Deadline for Submittal of ProposalsJanuary 21, 2026Interview DatesJanuary 28-29, 2026Notify Firm ChosenJanuary 30, 2026INSTRUCTIONS TO PROPOSERSA.All Proposals must be submitted electronically, via email, using the following subject line:“Request for Proposal Urban Forestry Code Updates and Street Tree Plan – Formal Submittal”B.All Proposals shall be submitted electronically to the following email address(es):Dana Bowers, Associate PlannerDBowers@ci.tumwater.wa.usC.No other method of delivering proposals will be accepted.D.All proposals must be received by January 21, 2026, at 5 p.m.E.A response email will be provided for each submittal verifying proposals have been received by the City.F.Proposals should be prepared simply and economically, providing a straight forward, concise description of provider capabilities to satisfy the requirements of the request.G.To be responsive, the following items must be included in your submittal:The names of individuals from those firms who will be working on the project and their areas of responsibility.Specific experience of individuals relative to the proposed project.A proposed outline of tasks, products, and project schedule, including the number of hours required to complete each task or product.A proposed budget based on the above outline of tasks, products, and schedules.References.H.The following general proposal document requirements also apply to submittals:Special color displays, promotional materials, etc., are not desired.Emphasis should be on completeness and clarity of content; brevity is strongly encouraged.No more than ten (10) pages including cover page and letter of interest.Resumes are not included in the ten (10) page count and will be attached as part of the overall proposal. All resumes will be no more than one (1) page in length.Font shall be 12 point with the exception of section headings, etc.Text may be single spaced.A minimum of one inch margins on all sides for all pages.
