Notice to Public and Request for InformationADL 109421Highland’s Estates, Inc. 11/20/2025 Subject to AS 35.05.850, the Southeast Regional Land Office has received an application for the following: APPLICANT: Roger Schnabel doing business as (DBA) Highland’s Estates, Inc. PROJECT NAME: ADL 109421 GEOGRAPHIC LOCATION: State-owned uplands in the Haines State Forest near Mosquito Lake, approximately 59.4601°N, 136.0267°W. PROPERTY DESCRIPTION:Approximately 0.64 acres of state-owned uplands in NE1/4 SE1/4 Section 10, Township 28 South, Range 55 East, Copper River Meridian between Lots 1 and 19. REQUESTED ACTIVITY:Roger Schnabel DBA Highland’s Estates Inc (applicant) is requesting a right-of-way easement to construct a road (approximately 24 feet by 415 feet) from Lot 19 to Lot 1. The easement (approximately 415 feet by 100 feet) will occupy an area of approximately 27,900 square feet. The applicant intends to construct the road with fill materials on site, except for an HDP culvert (size dependent upon condition of the site). Should fill material need to be brought on site for construction, it would be no more than 250 cubic yards of gravel. Several trees will need to be cut down, and non-merchantable slash and wood debris burned. Machinery on site will include 323 Caterpillar Excavator, a D6T Dozer, and Caterpillar 980H Loader. As a secondary use, the applicant intends to place electrical utility lines in the easement of a size, design, and composition dependent upon the local electrical authority, codes and requirements of the State, and local regulations. PROPOSED DATES OF USE: Start: January 1, 2026 End: December 31, 2050 DEADLINE FOR COMMENTS: December 21, 2025 The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity.
