Introduction and PurposeThe City of Whitewater, Wisconsin, is soliciting proposals from qualified firms or teams toprovide professional energy audit services for multiple City-owned buildings and pump housefacilities. The purpose of this Request for Proposals (RFP) is to identify a qualified consultantcapable of assessing the energy efficiency, utility usage, and potential conservation opportunitieswithin these facilities and to provide actionable recommendations that support the City’s goalsfor operational efficiency, cost savings, and environmental sustainability.The City is seeking proposals for two levels of energy audit services:• Option 1 – Energy Walkthrough Audit: A high-level assessment intended to identifyenergy conservation opportunities, evaluate the condition and efficiency of major systems(HVAC, lighting, building envelope, etc.), and provide general recommendations withsimple payback estimates.• Option 2 – ASHRAE Level 1.5 Energy Audit: A more detailed and data-driven auditcombining elements of an ASHRAE Level I and Level II audit, including utility dataanalysis, system-level evaluation, and financial analysis with return-on-investmentestimates for recommended improvements.Respondents may submit a proposal for either one or both options. The City may select one ormore firms or levels of service based on qualifications, scope, and value to the City.2. Background and ObjectivesThe City of Whitewater owns and operates a variety of municipal buildings and utilityinfrastructure that provide essential public services, including administration, emergencyresponse, recreation, water and wastewater management, and community engagement. Many ofthese facilities were constructed or renovated at different times and contain a mix of aging andmodern systems. The City recognizes the importance of identifying cost-effective strategies toreduce energy consumption, lower operating costs, and improve occupant comfort andenvironmental performance.Through this RFP, the City seeks to:1. Evaluate current energy performance across City facilities.2. Identify opportunities for cost savings through energy efficiency, operationalimprovements, and equipment upgrades.3. Develop actionable recommendations that can be used to prioritize future capitalinvestments.4. Support long-term sustainability by reducing energy use associated with City operations.5. Establish a baseline of energy data and facility conditions to support future grant orfunding applications for energy efficiency improvements.The selected consultant(s) will work closely with City staff to review facility operations, collectand analyze utility data, perform on-site assessments, and prepare reports summarizing findings,recommendations, and financial analyses.
