Description
The proposed roadway improvements include the elevation of the roadway profile of Elkcam Boulevard from Howland Boulevard to Van Orman Drive a minimum of 3 feet above the FEMA published Base Flood (100-year) Elevation (27 ft, NAVD). The proposed improvements will also include guardrails, curb and gutter, curb inlets, and storm pipes. Given the limited right-of-way, it is envisioned that water quality treatment will be accomplished by a combined proposed storm sewer / exfiltration system or similar. The storm pipes will capture and convey runoff to an existing 48-inch RCP cross-culvert (which will be removed and replaced with an upgraded RCP equalizer culvert) as well as four existing 48-inch CMP culverts (to be removed and replaced with four upgraded RCP equalizer culverts). Lastly, any proposed floodplain encroachments caused by this project will be offset by creating a compensating storage area within city-owned property adjacent to the impacted water bodies
