NOTICE OF INTENT TO BEGIN ENGINEERING AND ENVIRONMENTAL STUDIES AND FLOODPLAIN ENCROACHMENTProject Title: Glenn Highway & Artillery Road Interchange ImprovementsProject No.: CFHWY01214The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327 and is soliciting comments and information on a proposal to reconstruct the Glenn Highway and Artillery Road interchange in Eagle River. The purpose of the proposed project is to reconstruct the Glenn Highway and Artillery Road interchange, including replacing bridge #1328, reconstructing nearby intersections, and realigning associated freeway ramps and nearby roadways within the interchange’s functional area.The proposed work may include: Paving and grading Intersection modifications (i.e. configuration, control type, tie-in roadways, and location) Addition and/or modification of on/off ramps Bridge replacement (#1328) ROW acquisitions and relocations Access management and traffic channelization Structural section repairs Replacement and/or installation of: Medians, curb ramps, sidewalks, shared-use pathways, and pedestrian facilities (including ADA improvements) Retaining walls Guardrails and guardrail end treatments Signs, roadside hardware, striping, lighting, and signals Geotechnical investigation as needed Relocating and/or adjusting utilities as needed Improvements to drainage facilities (i.e. ditches, storm drains, culverts, etc.) Vegetation clearing and grubbingThe proposed project may encroach into the mapped base (100-year) floodplain associated with Meadow Creek (FEMA FIRM Panels 0200050379D and 0200050387D). Project activities that may impact the base floodplain would include vegetation clearing and grubbing, hardware installation (i.e. guardrails), and improvements to drainage facilities. Additionally, installation of a new culvert would be a functionally dependent use of the floodplain. Longitudinal encroachments may occur from placing of riprap for new culvert installation and realigning roadways. The project does not anticipate causing a one foot or greater increase to the mapped base floodplain.This proposed project will comply with Section 106 of the National Historic Preservation Act; Executive Orders: 11990 (Wetlands Protection), 11988 (Floodplain Protection), the Clean Air Act, Clean Water Act, Fish and Wildlife Coordination Act, and U.S. DOT Act Section 4(f). Construction for the proposed project is anticipated to begin in Summer 2030.
