One-Stop Operator

The Delaware Department of Labor (LAB) is soliciting proposals for a One-Stop Operator (OSO) under RFP number LAB25R001-OSO. The purpose of this RFP is to identify a qualified organization to manage and operate a comprehensive One-Stop Career Center. The selected operator will be responsible for coordinating and delivering workforce development services to job seekers and employers within the designated service area. The scope of services includes, but is not limited to, providing career counseling, job search assistance, training referrals, and labor market information. The OSO will also be expected to cultivate strong relationships with local businesses, community organizations, and educational institutions to ensure a coordinated and effective workforce development system. Key requirements include demonstrated experience in workforce development, program management, and community engagement. Proposers must also demonstrate a strong understanding of the Workforce Innovation and Opportunity Act (WIOA) and related regulations.
