Description
The Town of Gorham is seeking bid proposals for the construction of the Main Street Sewer Extension. Sealed Bids will be received by the Office of the Town Manager, Town of Gorham Municipal Center, 75 South Street, Gorham, ME 04038 until 1:00 p.m. local time onJanuary 14, 2026, at which time the Bids received will be publicly opened and read aloud. Bids submitted after this time will not be accepted. Each bidder must submit a single sealed envelope, the outside of which must be clearly marked “Bid for Main Street Sewer Extension.” The project is located along Main Street in Gorham between Mosher Road and Portal Way. The work includes: installation of gravity and force main sewer pipes, sewer manholes, air release manholes, pump station, trench repair, earthwork, and all associated work as shown on the contract drawings and documents. The work also includes trenching, backfilling, and road pavement repair associated with utility installation. The work includes, but is not limited to: 1. The installation of 2,000 linear feet of gravity sewer, 1,530 linear feet of new sewer force main, installation of precast manholes, installation of residential services, and associated construction. 2. Road repair, including the removal of bituminous pavement, trench paving, street reconstruction, loam, and seeding. 3. Installation of the pump station, valve pit, electrical controls, emergency generator, and drive for access to the pump station. The contract shall be awarded to the responsible bidder whose bid complies with all conditions and requirements set forth in this Notice and Bid Form and offers the lowest total bid amount, including the Base Bid and Alternatives 1, 2, 3, and 4, as identified on the Bid Form. Bidders shall make note of the schedule requirements presented in the contract documents. Construction is anticipated to begin inMarch 2026. TheBase Bid has a milestone duration of 60 days, with additionalmilestone durations of 60 days each for Alternative 1, Alternative 2, Alternative 3, and Alternative 4. Substantial Completion for the Base Bid, Alternative 1, and Alternative 2, including finished pavement, is required byOctober 31, 2026. Substantial Completion for Alternative 3 and Alternative 4 is required by July 31, 2027, with final completion of all work by August 30, 2027. Electronic (PDF) copies of the Contract Documents will be provided to bidders via email. Hard copies of Contract Documents may be obtained upon request obtained by contacting Chris Taylor at[email protected]or 207-200-2092 and payment fee of $100.00 per set. Plans and specifications will be available on December 8, 2025, after 9:00 a.m. Partial sets will not be distributed. All requests for mailed documents must be accompanied by an additional non-refundable fee of $25.00 to cover postage and handling. Checks should be made payable to SEBAGO TECHNICS. Credit cards will not be accepted. To be considered a responsive Bidder, the Contractor must have obtained at least one electronic copy of the Bidding Documents from the Issuing Office. The Bid will not be awarded to a Bidder unless a record for obtaining documents from the Issuing Office exists. A mandatory pre-bid conference will be held in Conference Room A at the Town of Gorham Municipal Center, 75 South Street, Gorham, ME 04038, at 1:00 p.m. local time on December 17, 2025. Attendance by Subcontractors at the pre-bid conference is highly encouraged but is not mandatory. All questions are to be submitted to the Engineer in writing. Questions may be transmitted by e-mail to[email protected]. Questions received less than 5 (five) working days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. A bid must be accompanied by Bid security made payable to the Town of Gorham (Owner) in an amount of 5% of Bidder’s maximum bid price and in the form of a certified check or Bid bond issued by a surety meeting the requirements of the General Conditions. No bid may be withdrawn for 60 days after receipt of bids unless released by Owner. A completed Bid Form, Bid Security, Experience and Qualifications Statement with verification of bonding capacity, and other attachments identified in the instructions must be submitted with the Bid. The successful bidder will be required to furnish 100% Performance Bond, 100% Payment Bond, and an Insurance Policy. The successful bidder shall be responsible for the full amount of the 100% Performance Bond and the 100% Payment Bonds. Combining bonds of subcontractors is not acceptable.
